Audio harassment from Seattle ?Justice? Center and others

I am creating this crime report to break a complex crime into smaller pieces. First piece is Harassment and Phone stalking crime report (Phone stalking crime report). This is second report and it is about related hate crime occurring locally, in Seattle.
I am naturalized Russian American immigrant. Bias is based on Russian language. All perpetrators (automation and people hiding behind automation) use Russian language.
Offensive audio in Russian is played mainly from garage behind Seattle justice center (609 6th ave & cherry st). It is 'city of seattle' premises. Low frequency audio contains derogatory and nonsensical audio messages in Russian. Audio comes from multi-story garage which has closed gates on weekends and after 10 pm Mon-Fri. This is shared garage used by municipal court, police and rest of municipality. Since audio runs from speakers there is unauthorized speaker in garage. That is perpetrator may be using fleet car speakers to play messages. Same voice audio switches from 'city of seattle' premises, along 6th ave between James & Columbia streets, to residential buildings, along 7th ave between James st and Columbia st, and back to government buildings premises.
Audio sounds like one person whispering to you or group of people discussing you quietly in low volume, in your presence. You may be tempted to think it is inbisible people family, living in that garage. At 3 PM, in my presence, these invisible people freely discuss things I have in my hands such as smart phone. At 9pm perpetrator whispers to me across street attempting to single me out from people that come with me or visit me and proudly announces it in English: 'I single you out...' (this is only time English was used), trying to encriminate me with crimes I did not commit. These invisible people living in Seattle justice center garage leak out police intel and address you by name as if we are aquainted any given time. Perpetrators provide nonsensical stories about former coworkers whose names they know somehow. It is easy to hear perpetrators sexist comments and that source originates from 'justice center garage'. Perpetrators buddies (or some smart people who figured out audio is being used), park at adjacent parking lot. BTW these are real people you see then run from parking lot to building nearby, are even louder trying to whisper you sex thangs and that they are so close and then run for their life. Why run? They must be scared of police whose wing they are under. Meanwhile invisible people audio impersonates Seattle police officers, FBI, Homeland Security, CIA, etc.
Sometimes I change voice to voice of librarian who worked at Seattle central library and these few times perpetrator from Seattle 'justice center garage' recognized this voice. From Russian it will translate into: 'It is librarians voice!' Now I ask: How do you know it is librarians voice? and get 'you wont be able to understand. Ok, i recorded your conversation with librarian at central library'. It is worth to ask this invisible pal if he has library card at all.
Perpetrator may be using some audio amplifying equipment because when i have conversation with someone or speak words out loud to proof myself, even when there is traffic and noise levels are way up, i am heard well from garage even if Im block away.
What ties these crime reports together is information sources and type of information used in played messages. Messages are aimed at me and are attacking me personally by addressing me by name, using names of my relatives, friends, former coworkers and former classmates. Classmates names come from Russian website odnoklassniki.ru which means classmates. It is private foreign information from foreign website. Just as phone perpetrator, attackers from 'justice center garage' use same style nonsensical, sexist, derogatory remarks and stories in Russian.
Attackers use different voices (such as big tall man, teenager, man, woman) to make it seem there are many people who speak Russian are present in empty garage where no one stays after parking car. Please note I do not know anyone at justice center or its garage. Nobody from garage has business talking to me across street in any language. Harassment has been going on for at least three years. Shortly before covid pandemic, perpetrator started using classmates names in its nonsensical stories along with names of my friends, my relatives and former coworkers. There is report (incident 22-90472) written by police officer Hamerly in regards to audio messages. Audio harassment is ongoing thing up until now.
I asked parking attendants at exit gate of justice center garage on 6th ave & cherry st about contacting site security management and was directed to Seattle Police Headquarters front desk where, first time, front desk person sent me back to garage attendants and gate attendants insisted I go back. I went back and asked for front desk manager whom I asked to put me in touch with site security. She hesitated as if she did not have this information and left front desk for a minute. When she came back she spoke with police officer standing by weapons scanning gate and told me I should go to security desk in city hall across the street. I asked security guard at security desk to put me in touch with manager. A man wearing Allied Universal jacket introduced himself as Jim. He said he runs security at city hall, justice center, municipal tower and other premises. I told Jim about ongoing harassment from justice center garage and municipal tower where he is managing security. Jim promised me he will do his best to stop it.
I have been living in tent across the street from justice center garage (609 6th ave & cherry st), on corner of 6th ave and cherry st, closer to south parking lot under i5 freeway bridge. Every other day I'd visit public areas in front of city hall to recharge batteries. There was harassing audio coming from city hall but it has gone away. I always told it off. Same style and type of Russian from city hall made it unpleasant to visit public areas in front of city hall. Now audio harassment in Russian comes from Columbia Center across Cherry street. Please note this information flow. Perpetrator at justice center garage was always informed of my arguments with perpetrator at city hall, word to word. Now perpetrator at justice center garage is informed, word to word, about arguments with perpetrator at Columbia Center.
During one of tent sweeps in late fall 2022, social worker (Christine Illan) that comes along with sweep team and helps homeless to be situated with place to live, offered me help. i asked her to place me near downtown Seattle. Two months later I moved to 'true hope tiny house village' on east yesler way between 17th and 18th avenues, hoping to get away from hostile environment. Instead, tiny house village turned out to be similar hostile environment and I no longer live there. While Lihi employees at mini home village had been nice to me and treated me well, someone on village premises, tried to use the aforementioned techniques and information against me. Attackers tried to address me by name, use former coworker names, friends names, classmates name, relative names quietly. I complained about this to old and new property managers more than once. I told about ongoing harassment in Russian to case manager (Laney Flood) who was responsible for getting federal funds so i get placed in apartment and she is aware of situation and why i stopped process. I called non emergency police number and agreed to talk in person with police unit dispatched to true hope village location. There is report created by officer D Nelson in regards to incident 23-43427. Then, I have had follow up conversation about problems I have been facing at true hope village to social worker (Christine Illan) who helped me move into this village.
Whenever Id come back to justice center garage area, I'd find out perpetrator is aware, word to word, of eveything going on in true hope village (conversations, arguments, etc) and bragged about it while attempting to mock me that nothing can be done about this situation. Please note information flows. First, there was information flow from city hall to justice center garage. Second, there was flow from tiny home village to justice center garage. These flows indicate as if 'all roads lead to justice center garage'.
The problem started getting out of common sense boundaries. While perpetrator at city hall has stopped, similar audio messages targeting me came from several spots: 1. Polyclinic on 7th and madison, 2. Columbia center Tower, 3. Seattle Municipal Tower and Seattle justice center, 4. Zindorf apartments, 5. 7th and james apartments. Latest addition to harassment locations is Columbia center Tower. Audio comes mainly from its Cherry Street side but I can hear it anywhere along perimeter of tower. Attacks from Columbia Center perpetrator make it unpleasant to visit public areas outside of city hall between 4th ave and 5th ave & cherry st and james st. I have complained about it to security and management but nothing was done. Recently in the news I've seen video showing shooter with pistol creeping at main entrance level. I think he was looking for source of audio in Russian and left as soon as he figured out it is in fact audio running audio bridge at other location.
In March 2023 there was a violent episode involving property damage. I suspect perpetrator from justice center garage has hired people to assail me. Arriving police unit said it is hate crime. Property damage was reported by police officer Schroeder in regards to incident 23-38780. Assailants bias would be that I am homeless, but it is more complex. There is definitely bias and it is based on Russian language. I suspect perpetrator from justice center garage has hired assailants to try to push me out from spot where I live. Moreover, I suspect perpetrator in Seattle works for people carrying out phone harassment (Phone stalking crime report). Moreover I suspect perpetrator at justice center garage is responsible for stealing or organizing to steal things from me and other homeless people in Seattle, and there has been a wave of theft. Anything rolling out of my blanket area (lighters, phones, cards, speakers) had been stolen from me. I suspect perpetrators at justice center garage tip thieves when I am away from my tent. Clearly this organized crime activity has federal umbrella and it is conveniently located under wing of SPD HQ. Chief of police Adrian Diaz needs to be aware of this.
Whats behind this hate crime is larger organized crime effort that may fit right under umbrella of corrupt organizations and racketeering act. What perpetrator is trying to pull on me here (6th ave and cherry) is bottom level racketeering activity involving electronic audio harassment and aiming to distract my attention as well as to superimpose psychological pressure. Psychologically pressured people pay less attention to personal belongings. It would be easier to steal things from me if I pay less attention to personal belongings. Ask question: Is it lucrative to steal from homeless? The answer is yes, at many levels.
To employers on internal threats. These fellows are like body lice. Here is simple taxonomy. One drinks your blood, two drink your blood and procreate, three drink your blood, procreate and try to rock on your dime. Gotta act up on entire population present. Considering circumstances, it is good idea to deny unemployment for at least last four years. In addition to being so informed about me and having information about other people at tips of their fingers, none of these invisible people on your premises had done their jobs well and did quite a bit to harass people out on street by making inappropriate remarks about their appearance, race, weight, social status and cracking sexist jokes, all in high-school Russian. You have the whole forest of invisible Russians at work.
FBI tips call center agent took information about this crime and suggested to report Phone stalking crime to IC3 and I have.
On 09/14/23 I reported employee misconduct to local municipal government.

Here is map of locations nearby from which perpetrator runs harassing audio leaking out pilice intel and private information. It comes from residential buildings along 7th ave where, i suspect, there may be audio bridge room with equipment from which speakers in aforementioned locations are controlled.
Two out three dots along 7th ave are for sure in 7th and james apartment building between James st and Cherry st. I heard audio clip when it was switching from justice center garage location to 7th and james apartment location and between municipal tower and zindorf apartments building locations interchangeably. I noticed audio volume was turned down second late at justice center garage following me pushing off button on propane torch.
One dot, further north, is between Chesterfield pharmacy and Zindorf apartments. If it is latter, then it is 1st and 2nd floors rather than basement level as well as same levels in part of Zindorf building thats facing Columbia St. There are only two visible door entrances to Zindorf, one of which leads to alley further east from 7th ave.
Intel is leaked out from all aforementioned locations. Any time perpetrator locations are talking shit, i twit about. There is only one video but its just very tip of iceberg. Automation can go on for hours at ungodly time, after 10pm to 5am, etc.
As it goes in Jackie Brown: mr. Smart bail officer never commits crimes himself, he hires other people to do it for him. Look at this car grouping above bail bonds. There are two cars and close to section 2c there are four more. Audio comes from around there... but cars are empty and there is no one in garage!
Now that harassing audio is run 24/7 from aforementioned locations, there must be audio bridge. Room for mixing voices is at business location but it is not located at city of seattle premises. Then, it is in one of apartment buildings nearby on (base) floor that is easy to enter and exit without going up or down stairs. All perpetrator locations around me being too loud harassing me are doing stupid stickup to attract attention to themselves and to distract attention from audio bridge where long voice loops are mixed quietly. Again, purpose of having loud stickups is to attract attention of people passing through given area so people focus on nuisance and try to get away asap rather than realize source is audio from speaker and then try to spot where audio bridge room is. People are already too busy parking and then walking to work and going back home so when there is some sort of loud argument occurring along their commute route, normal thing to do is to get away from that place. Most commuters dont have time to stop to take closer look. Other purpose for offensive audio is to steal, steal, steal.

Based on my phone conversation with Seattle Office for Civil Rights on 1/8/2024 about harassing audio and harassment occured at mini homes village, i was referred to department of construction and inspections. They said its best place to complain about recordable low frequency audio.
On 1/8/2024 left voice mail with city of seattle HR requesting to call back in regards to harassment coming from one of city of seattle premises.
It was escalated back to human rights department. I have email in regards to that.
Someone suggested 'Find it, fix it' software tool provided by city of Seattle available for download at google play repository. Wow, these guys are not charging for it - let's try. I submitted new find it, fix it report with general description and link to this report on 1/20/2024.

One more thing worth mentioning is existence of archive. Such activity around implies there is hand written archive being maintained. Archive is old school way (before computers existed and now to stay under radar under wing) to keep track of everything and everyone being surveiled. Perpetrator is so well informed about me it knows me better than my mom does. Time frame covers at least decade. This includes purchasing foreign information for illegal purposes from someone who purchased it from agents of foreign power pretending to be computer hackers. Put everything together and you will have more than a few study cards. There is file in that archive for me as well as for other people.
Court order to take closer look at sms texts should show how pro sucking blood these fellows are because you can teach private security to keep such archives. Crooks and law enforcement use such arhives. Text backed up on provider servers will be enough to prosecute and put behind bars all who has such communication. How else perpetrator at garage would be aware word to word about conversations of somebody being surveiled and harassed at mini homes villages. Tell me why information flows point at perpetrator in Seattle justice center garage. It is unavoidable.
